Intervention and prevention of genocide

This article reviews the development of concepts and a few projects and efforts at prevention of genocide. The Whitaker Report and various proposals towards prevention are discussed. Legal intitiatives and the lack of effectiveness of punishment is briefly outlined as well as obstacles to international action against genocide.
