Provides a country by country account of the efforts of the Joint to assist the Jews. Raises a number of moral questions, including who was to be saved, and whether illegal means should have been used. The ultimate question was whether American Jewry did everything in their power to assist their brothers in Europe, or whether they misjudged the extent of the Holocaust
