Helen Fein makes a case in respect to the question as to whether we can develop a far-sighted, coherent, and effective policy of prudent prevention of genocide. She argues the answer depends on positive answers to three questions: Is it a problem? Is it not only prudent but in our interest to do so? and Is it really possible to detect genocide? And can one demonstrate how to employ a paradigm to organise intelligence on the ground to anticipate genocide? In this essay Fein shows that there are positive answers to all of these questions.
