Throughout history, territorial occupation requires local collaboration. The recruitment of non-Germans is not unique. But it takes on special significance in the light of Hitler's declared war aims which embraced not only territorial occupation, but also the annihilation of entire ethnic groups. These war aims were founded on a racial doctrine that proclaimed the superiority and 'right to life' of Nordic or Aryan peoples
