Racist policy and practice never occurs as a haphazard accident. Such behaviour doesn't arise overnight - there are clear-cut stages in race politics, always accompanied by rationality, premeditation, high levels of consciousness and articulation. Hitler could not have enacted the Nuremberg Laws in 1935, if it were not that their content had gained immediate legitimacy, authority and acceptance
