Examines the role of world agencies, notably the UN and its affiliates, in combating the effects of stress and trauma such as those suffered by Holocaust survivors. A conference titled "International Responses to Trauma Stress" (1996) aimed at familiarising participants with multi-disciplinary and multi-cultural approaches to the problem. Trauma sufferers all too often tend to lapse into denial while others tend to blame the victim. Recommendations for improving victims' rehabilitation include having the UN share information; increasing the level of research; and the creation of a network of early warning signals.
