Description

The War Refugee Board, the U.S. government agency driving the food package project had to engage in long and frustrating negotiations with Allied blockade authorities and deal with the difficulties of wartime purchasing, packing and shipping as well as the challenges of Allied endeavour to destroy Axis transportation routes.
