Discusses the history and organization of two international organizations - UNRRA (United Nations Relief and Rehabilitation Administration)
and UNWCC (United Nations War Crimes Commission). Refugee camps under UNRRA were infused with the principle of self-government offering a potent antidote to the powerlessness that had marked the lives of their inhabitants.
