What role, if any, should a study of the Holocaust play in the teaching of public policy and administration in US institutes of higher learning? To the extent that it provides a model for the perversion of the techniques of modern management to serve an evil end, the author considers the topic of crucial relevance. It may also help towards an understanding of 20th-century European 'political culture' and the nature of mass movements and totalitarianism.
