There are four concepts of guilt: criminal guilt, political guilt, moral guilt, metaphysical guilt. The author maintains "we are politically responsible for our regime, for the acts of the regime, for the start of the war in this world-historical situation, and for the kind of leaders we allowed to rise among us."
