Neighbours did not kill jews!

Ezergailis takes the position that neighbours did not kill neighbours, particularly not in Latvia. He emphasises that the extermination of Jews was actually orchestrated by the Germans, who incited the Latvians against the Jews through inflammatory antisemitic articles in the local press.
