It appears that a ‘Flag Break’ is taking place in this photograph. Flag Break ceremonies are usually conducted at the opening of a Scout meeting, camp or other event as well as every morning at camp with the National Flag. In this photograph, three Cubs are assisting a Cub Pack Leader with the Flag Break whilst the other members of the Pack view the ceremony in a Pack Circle.
