Cecil was born 6 December 1919 in Lismore NSW and enlisted with the Australian Army 26 October 1939. He was discharged 5 December 1945 from the 2/1 Machine Gun Battalion. Cecil was awarded the 1939-1945 Star, the Africa Star, the Pacific Star, the Defence Medal, the War Medal 1939-1945 and the Australia Medal 1939-1945.
