Altshuler points out that although there was a high proportion of Jews among the refugees and evacuees during the Nazi occupation of Soviet territory, there was never an intentional Soviet policy to rescue the Jews. Instead, the author proposes other reasons for this large number of Jewish evacuees, including their awareness that their fate under Nazi rule would be worse than the rest of the population.
