The author advances his theory of the need for an Early Warning System that does three things - it makes it possible to identify potentially genocidal movements before they come to power, second the basic template signals when a legitimate government is 'losing it', as the Weimar Republic did in 1931-33 through infiltration and subversion of the instruments of government followed by a military coup and three the 'grid' identifies regimes for which destruction of unwanted internal minorities and aggression toward outside 'enemies' is endemic.
