Bureaucracy,resistance, and the Holocaust: understanding the success of Swedish diplomacy in Budapest,1944-1945

Develops the notion of 'bureaucratic resistance," a term he feels is applicable to the diplomatic corps of Sweden after 1943. Also seeks to shift the focus of heroism to include not only Wallenberg but a large part of the Swedish Foreign Office and its activities on behalf of Jews inside and outside Hungary.
